How do states build a security apparatus after violent resistance against state rule? This article argues that in early periods of state building two main factors shape the process: the macro-strategic goals of the state and administrative challenges of personnel management. These dynamics are studied in the context of the establishment of police forces in the settler colony of German Southwest Africa, present-day Namibia. The empirical analysis relies on information about the location of police stations and a near full census (...) of police forces, compiled from the German Federal Archives. A mismatch is found between the allocation of police presence and the allocation of police personnel. The first was driven by the strategic value of locations in terms of extractive potential, political importance, and the presence of critical infrastructure, whereas the allocation of individual officers was likely affected by adverse selection, which led to the assignment of low-quality recruits to strategically important locations. What are the causes and consequences of colonial rule? This introduction to the special issue “Comparative Politics of Colonialism and Its Legacies” surveys recent literature in political science, sociology, and economics that addresses colonial state building and colonial legacies. Past research has made important contributions to our understanding of colonialism’s long-term effects on political, social, and economic development. Existing work emphasizes the role of critical junctures and institutions in understanding the transmission of those effects to present-day outcomes and embraces the (...) idea of design-based inference for empirical analysis. The four articles of this special issue add to existing research but also represent new research trends: increased attention to the internal dynamics of colonial intervention; noninstitutional transmission mechanisms; the role of context conditions at times of colonial intervention; and a finer-grained disaggregation of outcomes, explanatory factors, and units of analysis. The article deals with the perception of the Pope John Paul II and Poland in the two speeches of the Presidents of the United States of America. The George W. Bush’s speech given on the occasion of the dedication of the Pope John Paul II Cultural Center in Washington DC on March 22, 2001 and the Donald Trump’s speech delivered in front of the Warsaw Uprising Monument on the Krasinski Square in Warsaw on July 8, 2017 were used as the (...) sources for the study. The former speech is a laudation in honor of the Pope from Poland, whose biography was considered by the 43rd President of the United States as one of the most interesting in human history. Among the most notable episodes of the pontificate, George W. Bush listed the 1979 pilgrimage to his homeland, the 1995 visit to Manila in Philippines, the unprecedented visits to a synagogue and a Muslim country, the forgiveness shown to Ali Ağca – the would-be assassin, and the visits to the United States during which the Pope from Poland reminded the people of human dignity and the virtues of a just society. The latter speech is a laudation on the spirit of the Polish nation. Donald Trump emphasized the steadfastness of the Poles in the struggle to preserve their cultural identity despite the loss of their homeland. He recalled the period of partition and extermination of the Polish nation by the German Nazis and the Soviet Communists during World War II. The 45th President of the United States reminded the world about famous Poles: Nicolaus Copernicus, Frederic Chopin, Casimir Pulaski, Thaddeus Kosciuszko and Saint John Paul II. He also spoke about the lasting ties between the Americans and the Poles and about the common values cherished on both sides of the Atlantic. On the example of social transformations in Poland and Europe initiated by John Paul II’s pilgrimage to Poland in 1979, Donald Trump emphasized the influence of faith in God on political and social transformations in the world. He also expressed hope for the survival of Western civilization based on faith in God and the preservation of family and freedom. (shrink)

Celem artykułu jest próba uchwycenia różnic oraz podobieństw odnoszących się do cywilizacji zachodniej, które zawarte są w myśli francuskiej filozof politycznej Chantal Delsol oraz w eko-filozofii Henryka Skolimowskiego. Polski filozof na bazie radykalnej krytyki cywilizacji Zachodu zbudował własną koncepcję filozoficzną będącą swoistym remedium na współczesny kryzys. Chantal Delsol natomiast bardzo wnikliwie wypunktowała słabości i niedomagania cywilizacji Zachodu. W pierwszej części tekstu zaprezentowano koncepcje obojga badaczy. W drugiej i trzeciej części autor omawia podobieństwa i różnice pomiędzy sposobem postrzegania cywilizacji Zachodu przez (...) analizowanych myślicieli, a także postulaty ewentualnych rozwiązań aktualnego kryzysu, który – w świetle tekstów obojga uczonych – ma przede wszystkim charakter duchowy i wywodzi się z braku ujęć o charakterze integralnym i empatycznym. W artykule podjęta została próba scharakteryzowania niektórych diagnoz i prognoz obojga wymienionych autorów, które dotyczą zarówno aktualnej sytuacji cywilizacji Zachodu, jak i jej przyszłości. The Polish philosophy of mathematics in the 19th century is not a well-researched topic. For this period, only five philosophers are usually mentioned, namely Jan Śniadecki, Józef Maria Hoene-Wroński, Henryk Struve, Samuel Dickstein, and Edward Stamm. This limited and incomplete perspective does not allow us to develop a well-balanced picture of the Polish philosophy of mathematics and gauge its influence on 19th- and 20th-century Polish philosophy in general. To somewhat complete our picture of the history of the Polish philosophy (...) of mathematics in those times, we here present the profiles of some lesser-known Polish Romantic philosophers of the 19th century, namely Karol Libelt, Bronisław Trentowski, and Józef Kremer. We discuss their contributions to the philosophy of mathematics and their metaphysical perspectives, and we also show how their metaphysical ideas have found some continuity in the studies of some Catholic philosophers. According to metaphysical coherentism, grounding relations form an interconnected system in which things ground each other and nothing is ungrounded. This potentially viable view’s logical territory remains largely unexplored. In this paper, I describe that territory by articulating four varieties of metaphysical coherentism. I do not argue for any variety in particular. The aim of this book is to present and analyze philosophical conceptions concerning mathematics and logic as formulated by Polish logicians, mathematicians and philosophers in the 1920s and 1930s. It was a remarkable period in the history of Polish science, in particular in the history of Polish logic and mathematics. Therefore, it is justified to ask whether and to what extent the development of logic and mathematics was accompanied by a philosophical reflection. We try to answer those questions by analyzing (...) both works of Polish logicians and mathematicians who have a philosophical temperament as well as their research practice. Works and philosophical views of the following Polish scientists will be analyzed: Wacław Sierpiński, Zygmunt Janiszewski, Stefan Mazurkiewicz, Stefan Banach Hugo Steinhaus, Eustachy Żylińsk and Leon Chwistek, Jan Łukasiewicz, Zygmunt Zawirski, Stanisław Leśniewski, Tadeusz Kotarbiński, Kazimierz Ajdukiewicz, Alfred Tarski, Andrzej Mostowski and Henryk Mehlberg, Jan Sleszyński, Stanisław Zaremba and Witold Wilkosz. To indicate the background of scientists being active in the 1920s and 1930s we consider in Chapter 1 some predecessors, in particular: Jan Śniadecki, Józef Maria Hoene-Wroński, Samuel Dickstein and Edward Stamm. Should Marxists support universal basic income (UBI), i.e., a regular cash income paid to all without a means test or work requirement? This paper considers one important argument that they should, namely that UBI would be instrumentally effective in helping to bring about communism. It argues that previous answers to this question have paid insufficient attention to a logically prior question: what is Marx’s account of communism? In reply, it distinguishes two different accounts: a left-libertarian version that associates communism with (...) the freedom to live and work how one wants, and a perfectionist version that associates communism with the overcoming of alienated labour and self-realisation in work. It argues that UBI would make steps towards the left-libertarian account but not the perfectionist account. Ultimately, then, the question “should Marxists support basic income?” is shown to partly depend on which account of communism Marxists want to bring about. (shrink)

This paper is a reply to Jan Wolenski's polemics (Filozofia Nauki 1/2000) against the author's essay „On the Epistemic Impotence of Analytical Philosophy” (Filozofia Nauki 3-4/1998). The author expresses his conviction that it is in analytical philosophy that the most interesting - and at the same time well-established - cognitive results have been reached, but many of these results have been obtained, not thanks to the declared semantic method, but thanks to the phenomenological method, which have been used at least (...) unconsciously. Therefore the gap between phenomenology and analytical philosophy is not so huge as it might seem at first glance. (shrink)

Logik und Semantik sind im Mittelalter so eng miteinander verknupft, dass die Trennung beider Gebiete das Verstandnis der Probleme beeintrachtigen wurde. Die spezifische Leistung der mittelalterlichen Logik besteht in der Analyse der semantischen Voraussetzungen der aristotelischen Logik und dem damit verbundenen Versuch, die semantischen Voraussetzungen der naturlichen Sprachen zu untersuchen. Damit haben die mittelalterlichen Logiker eine Arbeit geleistet, die von Aristoteles und lange Zeit auch von der modernen Logik vernachlassigt wurde.

Some critical reactions hardly give clues to the arguer as to how to respond to them convincingly. Other critical reactions convey some or even all of the considerations that make the critic critical of the arguer’s position and direct the arguer to defuse or to at least contend with them. First, an explication of the notion of a critical reaction will be provided, zooming in on the degree of “directiveness” that a critical reaction displays. Second, it will be examined whether (...) there are normative requirements that enhance the directiveness of criticism. Does the opponent have in circumstances a dialectical obligation to provide clarifications, explanations, or even arguments? In this paper, it is hypothesized that the competitiveness inherent in critical discussion must be mitigated by making the opponent responsible for providing her counterconsiderations, if available, thus assisting the proponent in developing an argumentative strategy that defuses them. This paper studies the use of hypotheses schemes in generatinginductive predictions. After discussing Carnap–Hintikka inductive logic,hypotheses schemes are defined and illustrated with two partitions. Onepartition results in the Carnapian continuum of inductive methods, the otherresults in predictions typical for hasty generalization. Following theseexamples I argue that choosing a partition comes down to making inductiveassumptions on patterns in the data, and that by choosing appropriately anyinductive assumption can be made. Further considerations on partitions makeclear that they do not suggest any solution (...) to the problem of induction.Hypotheses schemes provide the tools for making inductive assumptions, but theyalso reveal the need for such assumptions. Hilbert's axiomatization program of physical theories met an interesting challenge when it confronted the rise of quantum mechanics in the mid-twenties. The novelty of the mathematical apparatus of the then newly born theory was to be matched only by its substantial lack of any definite physical interpretation. The early attempts at axiomatization, which are described here, reflect all the difficulty of the task faced by Jordan, Hilbert, von Neumann and others. The role of von Neumann is examined in considerable detail (...) as he can be viewed here as the most outstanding of Hilbert's heirs. Von Neumann, especially in his work devoted to the proof of the impossibility of hidden variables, not only continued Hilbert's program but pushed it to its very limits, blending axiomatic rigor and interpretative commitment. Extensionalist theories of the specious present suggest that every perceptual experience is extended in time for a short while, such that they are co-extensive in time with the time experienced in them. Thus, there can be no experience of time, unless the experience itself is extended in time. Accordingly, there must be something that unites the temporal parts of a perceptual experience into temporally extended wholes. I call this the “glue-problem for extensionalism”. In this paper I suggest three desiderata that (...) an extensionalist theory should meet in order to solve the glue-problem. I also distinguish between different versions of extensionalism, and argue that none of them can solve the glue-problem without violating at least one desideratum. (shrink)

Jan G. Michel argues that we need a philosophy of scientific discovery. Before turning to the question of what such a philosophy might look like, he addresses two questions: Don’t we have a philosophy of scientific discovery yet? And do we need one at all? To answer the first question, he takes a closer look at history and finds that we have not had a systematic philosophy of scientific discovery worthy of the name for over 150 years. To answer the (...) second question, Michel puts forward three arguments that show the importance of a philosophy of scientific discovery. Briefly, he arrives at the following answers: No, we don’t yet have a philosophy of scientific discovery, and yes, we definitely need one. To remedy this shortcoming, Michel analyzes the concept of discovery, leading him to the insight that scientific discoveries have an underlying structure with certain structural features. Some of these features may be important but not indispensable to scientific discovery processes; these include eureka moments, serendipities, joint discoveries, special science funding, and others. In addition, Michel identifies three indispensable structural features which he examines in detail and which he places in a picture with a certain dynamics according to which the process of making scientific discoveries can be seen as a path, leading us from finding and acceptance to knowledge.
